Thank you for your interest in the Utility Stabilization Project of the Housing Opportunities Program for Equity (HOPE). HOPE understands the vital role utilities play in maintaining housing stability for families in Delaware County. Furthermore, HOPE recognizes that affordable utilities are crucial to housing security because they guarantee that families can maintain a safe, comfortable, and healthy living environment without having to compromise on other essential expenses such as food, healthcare, and rent/mortgage payments.
Our dedicated program focuses on assisting families with enrolling in cost-saving programs, primarily PECO’s Customer Assistance Program (CAP). We provide tailored education on utility rights, tenant rights, budgeting, and more to support families in their journey towards stability. Our committed HOPE staff will guide and assist the applicant directly throughout the enrollment process, ensuring a smooth and supportive experience for both referrers and applicants.
